Cindy Hogan, Board Chair and Acting Executive Director
Cindy Hogan had a 30-year career working for a Tucson architectural firm in a variety of positions. Shifting gears in 2020 she became a passionate advocate of Digital Equity as a two-term AmeriCorps member during the pandemic. Listening to the stories of households who were not connected to the internet at that time forged a commitment in her to learn about the variety of barriers to internet access and adoption that existed prior to the pandemic but came into stark relief as a result of it.
Cindy has volunteered for local, county and national groups working to close the digital divide. She was a founding member of Arizona Digital Inclusion Network • ADIN in 2021, produced a Digital Literacy Forum for Digital Inclusion Week 2022 in Pima County, was invited to attend a video conference with White House staff and the FCC to provide feedback on the Affordable Connectivity Program and served as Interim Manager of the Connect Arizona Digital Navigator team at the Arizona State Library.

Ilana Lowery, Board Secretary
Ilana is a Director at Common Sense Media. As the first Arizona director, she is responsible for driving a strategic effort to build the organization’s presence, philanthropic base and strategic partnerships throughout the state. The nonprofit is dedicated to improving the lives of kids and families by providing the trustworthy information, education and independent voice they need to thrive in a world of digital media and technology.
Formerly editor-in-chief of the Phoenix Business Journal, Ilana is a 1986 graduate of the University of Illinois, where she earned dual BA degrees in Mass Communications and English. Ilana serves as an adjunct professor at Arizona State University’s Walter Cronkite School of Journalism and Mass Communications and also recently earned a Digital Inclusion Leadership certificate from ASU.
Maryanna Milton, Board Treasurer
Maryanna has a Master’s degree in Teaching English to Speakers of Other Languages from Michigan State University. She has worked at government, for-profit, non-profit, and college adult educational programs both as instructor and administrator. Over her 35-year career she has worked abroad in Togo and Burkina Faso, then in the Chicago area, before settling in Arizona in 2016.
Digital equity surrounds adult education which led her to seek out organizations working to fill the digital equity gap. She has served on the Board of Directors for Partners Bridging the Digital Divide for 10 years and has worked at Arizona Students Recycling Used Technology for 5 years. Maryanna enjoys music, foods and languages from all over the world and nature’s many gifts.

Lindsay Lozada-Dietz
Lindsay has a rich educational and professional background, with a Bachelor in social work obtained from the Central University of Venezuela, a Master degree in administration and project management from Northern Arizona University, and a Master in Big Data and Business Intelligence from Isabel I University – Business School. She also holds a certification in Infant and Family Studies from the Harris Infant Mental Health Institute, specializing in Trauma Informed Care, Motivational Interviewing, and children’s Behavioral Health, and is a graduate of the Catalyze AZ Valley Leadership program in 2023. Throughout her career, she has been a steadfast advocate for underserved and disinvested communities. Her career began at the Venezuelan’s Children’s Hospital and the Venezuelan National Telecommunications Agency, transitioning to the National Social Services Agency (equivalent to HHS). In the U.S., she has actively participated in workgroups and panels with organizations like NACHC, NorCal HFMA, SHIFT, AHRQ, and NCQA. As Director for the Health Center Controlled Network in Arizona and Nevada, she supported the enhancement of telehealth services, access to care, and digital literacy across 29 health centers. In 2020, she co-founded Shion Consulting, a business dedicated to supporting non-profits in enhancing data usability for quality improvement, business strategy, and operations. Lindsay has been volunteering with ADIN since 2022, and as ADIN board member, she is dedicated to increasing access to care and reducing the digital divide in disinvested communities. Lindsay enjoys baseball, music and getting involved with initiatives making a difference in the community for the upcoming generations.
Kelly Chung Mukherjee

Kelly Mukherjee is an engineer and community advocate with a passion for leveraging technology to drive meaningful impact. She supports Arizona State University’s Enterprise CIO Lev Gonick in addressing the digital divide, leveraging his 30+ years of expertise in bridging the gap globally. In this role, she oversees the management of a program called the Maricopa County Broadband Initiative and leads an award-winning mapping team and storytelling initiative through a web portal called AZ-1 (“as one”). Born and raised on the East Coast, Kelly pursued her academic journey at Cornell University, earning both her bachelor’s and master’s degrees in electrical engineering. Her first introduction to Arizona came in the 1990s as a college intern for Motorola, an experience that sparked her deep appreciation for the state’s vibrant tech and business landscape. As a board member of the Arizona Digital Inclusion Network, Kelly plays a key role in advancing digital equity initiatives across the state, fostering collaboration between public and private sectors, and supporting programs that expand broadband access, digital literacy, and workforce development. As a board member of the YWCA Metropolitan Phoenix, she champions economic empowerment, education, and resources that uplift women and marginalized communities. Kelly is passionate about using technology as a tool for social good, and she continues to seek out opportunities where innovation and community engagement intersect. She is proud to contribute her skills and leadership to making Arizona a more connected and inclusive place for all.
Audren Morris-Sandoval
Audren Morris-Sandoval is the Founder and Executive Director of FLORECER, a nonprofit dedicated to expanding college and career pathways for youth in Yuma County, Arizona and Imperial County, California. With more than 20 years of leadership experience in public institutions of higher education and community partnerships—including roles at the California Community Colleges, the California State University, and nearly a decade at the University of California, Los Angeles—Audren has consistently advanced equity, access, and student success. FLORECER’s initiatives, such as peer-advisor mentoring, digital navigation and AI-powered storytelling, equip students with the skills and confidence to pursue higher education and workforce opportunities while ensuring that rural, immigrant, and Indigenous youth have equitable access to mentorship, technology, and opportunity. As a member of the ADIN Board of Directors, Audren brings a deep commitment to digital equity and inclusive innovation. By centering student voice, and community collaboration, Audren works to ensure that digital inclusion extends beyond connectivity, creating meaningful pathways for young people to thrive in an increasingly digital world.
Melanie Esher
Melanie Esher is the Senior Program Coordinator for Education Outreach with the Arizona Telemedicine Program (ATP) at the University of Arizona in Tucson. She has been with ATP since 2019 and brings more than 21 years of experience in healthcare promotion, education, and program coordination at the university level. Her work is grounded in ATP’s mission to leverage emerging technologies to support distance learning and clinical education for healthcare providers across Arizona.
In her role, Melanie leads the development and coordination of webinars, trainings, and conferences that demystify telemedicine, highlight emerging digital health technologies, and showcase real-world applications across clinical settings. She is currently focused on improving digital access for rural, underserved, and Tribal communities. Melanie is passionate about statewide collaboration and looks forward to contributing her experience in digital health education, community partnerships, and telehealth program development to advance digital inclusion efforts across Arizona.
Board Member Emeritus
Janet Major (Durckel)
Janet has recently retired as the Associate Director for Innovation & Digital Health for the Arizona Telemedicine Program (ATP) and the Southwest Telehealth Resource Center (SWTRC). She earned her B.S. Degree in Telecommunications from Northern Arizona University and worked at the University of Arizona for 37 years. She has been an active member of the broadband community in Arizona and her telemedicine role has included the planning, development and installation of the teleconferencing and telemedicine equipment used in a wide variety of locations as well as training healthcare professionals in the effective use of technology for clinical and educational applications. Her more recent projects include supporting telehealth in libraries in collaboration with our network of state libraries as well as supporting the National Consortium of Telehealth Resource Centers (NCTRC) and the Southwest Telehealth Resource Center in producing digital health navigator tools and resources. She has also supported many annual events both statewide as well as with national organizations that promote and support recruiting and training the healthcare workforce of the future.
